A pair of improvised explosive devices went off in the Ukrainian capital on Thursday, leading to the death of a military personnel and injuries to four other individuals, among them two police officers. Legal authorities labeled the event as a "terrorist" attack. According to an announcement, the first explosion took place during a patrol by two servicemen. The subsequent device was detonated as medics and officers were responding to the site of the first blast.

In a related event, aerial units targeted two plants located in Russia's Novgorod and Smolensk regions. Meanwhile, the military leadership on Thursday rejected Russian claims to have seized control of the settlement of Siversk. The army insisted that the region "remains under the control of the armed forces of Ukraine." Analysts reported fresh Ukrainian advances near Pokrovsk and advances in other tactical areas.
Global Reactions and Financial Measures
Internationally, Nato's secretary general cautioned member states that "we are Russia's next target," painting a picture of a potential conflict within the next five years. Concurrently, a proposal to permanently freeze an estimated €210bn of Russian central bank assets within the EU is set to be formally approved. This action paves the way for a financial package to Ukraine, backed by the frozen Russian assets.
Leadership Comments on Conflict and Negotiations
DPRK leader Kim Jong-un according to state media praised his country's troops fighting in Ukraine, saying they had shown the "might" of the North Korean army. Seoul's estimates suggest significant casualties among these personnel.
Separately, Ukrainian President Volodymyr Zelenskyy addressed a reported US proposal for a unilateral Ukrainian pullback from remaining parts of the Donbas to create a "free economic zone." He expressed skepticism about the idea, asking what would prevent Russian forces from moving in or disguising themselves in such a territory. Zelenskyy stated that any such significant agreement would require approval by the "Ukrainian people" through a vote.

Zelenskyy continued that discussions on these critical topics are continuing. In a related statement, a former US president said that the United States would participate in scheduled European talks on Ukraine this weekend if there was a real prospect of advancement toward a truce.
